During this period, Wildflower provided a high level of service going above and beyond their contractual requirements to provided [the Agency] with on time resources and a successful NCR Refresh. There were a lot of challenges that their team adjusted to including: - Last minute changes on numerous occasions that they did their best to adjust to. - Not having completed Site Summary report sometimes till start day of deployment - A large change in deployment installation/disposal numbers - At times no [government] POC available during the deployment weekend The SOW requires the government to provide full details for a deployment 15 business days out from the scheduled deployment start date. For the last 6 months OIT has been implementing upgrades to the HQ offices and components. Due to the complexity and sensitivities of the HQ operations, OIT has needed to adjust those plans with short notice. Sometimes 5 calendar days or less before the deployment. Wildflower has been able to adjust their scheduling and planning for this changes to ensure continued operations of the HQ functions and successful deployment of the refresh equipment.


During the period Wildflower has provided excellent management services to USCIS. The Program Manager is always very positive, very responsive, and has shown a great ability to take care of tough situations. He’s a good listener, very competent, and pays attention to details. Overall Wildflower management and staff exhibits great teamwork and has a great working relationship with USCIS.


[An] annual performance measurement report was submitted with high quality of the content with a detailed narrative statement of how performance was measured and substantiated the outcome of the evaluation and corrective actions performed. [Wildflower] met the contract requirement and exceeded the government’s expectation.

Wildflower has been very helpful in assisting and supporting CBP during the contracting period. A specific event included situations that called for assisting in supporting extra hours and development time as well as the time period during contract extension when CBP was needed to ensure continuity with the system as it is an Emergency Management tool and is critical to the safety of First Responders to the Nation’s Emergency Crisis issues.

Wildflower International has exhibited reasonable business relations with all customers during this reporting period; this is evident in their communications with DHS personnel, its own employees, and its vendors/subcontractors. In addition, Wildflower International has a positive history of reasonable and cooperative behavior
within this office. Further, all deliverables have been timely without need for rework or clarification, which has allowed the DHS to meet mission needs. Wildflower International matched the identified key personnel qualifications, as described in the contract/order, with person(s) that were able to work effectively and communicate appropriate information in a timely manner without impact to the delivery schedule.

During this period Wildflower has provided timely responses to scheduled tasks providing flexibility where needed. Without hesitation they helped to expedite orders to support the change in priority for Asylum deployments. They also expedited proposals and evaluation equipment for changes in the fingerprint scanner requirements to support field ops planed deployment of 2,500+ units.

The have also been accommodating with the adjustments to labeling to improve efficiency and tracking on Advance Shipping Notices (ASNs) and Proof of Delivery (PODs).

Wildflower is also very good with handling issues that come up with Site Services and Shipment Requests (SSSRs). Their preview of Consolidated Procurement Packages (CPPs) are also very helpful in finding issues before they become issues. They always go above and beyond when there is a rush shipment of an order.

During this period, Wildflower exhibited great patience and professionalism in relation to challenges with the MDO invoicing process and timeliness of payments. Wildflower was very helpful in identifying issues and concerns with current invoice process and worked diligently with the contracting office and the MDO II COR to develop alternative methods to improve and speed up the process.
